Introduction to Malaysia’s Welfare Department Permits (Pusat Jagaan Kanak-Kanak & TASKA)

In Malaysia, childcare centers must obtain the necessary licenses from the Jabatan Kebajikan Masyarakat (JKM), also known as the Welfare Department. These permits ensure that childcare facilities meet safety, health, and operational standards to provide a secure and nurturing environment for children.

Types of Childcare Permits:

  1. Pusat Jagaan Kanak-Kanak (Childcare Center License)

    • For centers caring for children aged 2 years and above.
    • Can be operated as a daycare or full-day boarding facility.
    • Requires approval from JKM and local authorities (fire department, health department, etc.).
  2. TASKA (Taman Asuhan Kanak-Kanak – Infant & Toddler Care License)

    • For centers providing care for children under 4 years old.
    • Strict requirements on caregiver qualifications and child safety standards.
    • Registration with JKM is mandatory.

License Application Process:

  • Business Registration (SSM) – Register the business entity.
  • Location Approval – Ensure the premises meet fire safety and health regulations.
  • Staff Qualification & Training – Caregivers must undergo JKM-approved training.
  • Document Submission – Submit necessary paperwork to JKM for permit approval.

Operating without a valid permit can result in legal penalties, fines, or closure of the childcare facility. Ensuring compliance with JKM regulations not only guarantees legality but also builds trust with parents seeking quality childcare services.
